Power-constrained capacity
In a power-constrained market, liquid cooling is not an upgrade. It is a capacity strategy.
When the electricity network cannot deliver another 10 MW and interconnection permits run six months to over a year, the only remaining path to more compute is reducing the cooling overhead on the megawatts you already hold.
